New York City has wanted to expand Midtown Manhattan westward to the Hudson River for over fifty years. Filled with bus yards, warehouses, a spaghetti of roads in and out of the Lincoln Tunnel, and a 30-acre rail yard, the area is by no means a 'destination.' After building over the rail yard, the plan makes four proposals: 1) extending the Number 7 subway line into the area; 2) an extensive open space network connected to the river (including two full-block parks adjacent to the Yards and the elevated High Line to the south); 3) an expansion of the Convention Center/Jets Stadium complex over the Yards; and 4) new zoning for greater density and taller buildings toward the river.
