    At the southern end of San Diego Bay, Downtown Chula Vista is cutoff from the waterfront by Interstate 5 as well as by privately-held industrial properties. This master plan reconnects the city to the water and transforms the waterfront into a vibrant mixed-use destination with an active entertainment harbor, a variety of new open spaces, 700,000 square feet of new retail space, 1.3 million square feet of new office space, and 2,500 residential units.
